
Dr. Moosa Elayah Al-Afri is an Associate Professor of Public Administration, International Development, and Peacebuilding at the Doha Institute for Graduate Studies in Qatar. He specializes in citizenship, NGO management and governance, crisis and conflict management, and regional development programs. He holds prominent administrative and academic positions, including Editor-in-Chief of the “Hakama” journal published by the Arab Center and Doha Institute, and a board member of the Association for Middle Eastern Public Policy and Administration (AMEPPA). Dr. Elayah is also a member of the academic committee of the International Society for Third-Sector Research (ISTR). His research and teaching experience significantly contribute to understanding and addressing governance and development challenges in the Middle East, particularly in conflict-affected contexts.
Dr. Elayah is an author and editor of several books on public policy, governance, service delivery, state-building during and post-conflict, and crisis management, published by esteemed international publishers such as Routledge, Palgrave, and the Arab Center. He earned his Ph.D. and Master’s degrees with honors from Leiden University in the Netherlands and received his Bachelor’s degree in Political Science from Sana’a University in Yemen, graduating first in his cohort with highest honors. He has held academic positions at prestigious universities, starting as a lecturer and instructor at Sana’a University, and later as an Assistant Professor at Leiden University and Radboud University in the Netherlands.
Dr. Elayah manages various research projects and recently secured a major research grant of nearly one million dollars from the Qatar National Research Fund for a project on the third sector in the Gulf countries. He is currently working on securing funding for a project on the Arab Wars Database and its multiple implications. He has participated in numerous forums, chaired tarcks and sessions at important international conferences, and been a keynote speaker, including at the Global Climate Forum.
