The Association for Middle Eastern Public Policy and Administration (AMEPPA) is pleased to announce the 9th Global Conference on Public Policy and Administration in the Middle East. This conference will convene at the Doha Institute of Graduate Studies on December 8-9, 2020 in Doha, Qatar.

Key note speakers

  • Dr. Leslie A. Pal is the Founding Dean of the College of Public Policy at Hamad Bin Khalifa University.
  • Dr. Steffen Hertog is Associate Professor in Comparative Politics in the Department of Government at the London School of Economics and Political Science.

Regional and global conflicts and crises, such as the Arab uprisings and more recent COVID-19 pandemic, have produced unprecedented challenges for policy-makers and public administrators and unique opportunities to rethink governance and policy reforms in the MENA region.

A decade after the Arab uprisings, and over half a century after gaining independence, the states of the Arab region have witnessed multiple transitions and public policy reforms with a persistent governance deficit. From social media-inspired demonstrations against autocratic rulers to the emergence of a new Arab cold war, the economic failure and security collapse of several central states, to the ongoing Covid-19 pandemic that has severely disrupted many aspects of human society, rethinking the Arab states governance and the policy reforms across the region has never been so needed.

In light of these developments, this conference serving as an inter-disciplinary forum presents an opportunity to address topical questions of an academic and practical nature seeking to contribute to the improvement of governance and policy reforms throughout the Middle East. Proposals may employ case study designs, quantitative, qualitative, comparative analyses, and investigations of best practices. The committee conference welcomes papers and panel proposals that focus on topics related to the conference tracks identified below. 

Conference Tracks/Sub-themes

  1. Institutional responses to global Coronavirus pandemic across MENA countries
  2. Globalization, Governance and Security challenges for the MENA region
  3. Public Policy reforms: Developing Region Relevant Frameworks, Theories and Models
  4. Administrative Development based on NGOs, Public and Private partnerships: Moving Beyond Critiques and Criticisms
  5. Ethnic and religious diversity in Arab societies: opportunities and challenges for governments

Submission of Proposals

Proposals and papers may be written in either English or Arabic, and must be submitted to the Organizing Committee at AMEPPA@dohainstitute.edu.qa by October 15, 2020. 

Individual paper proposals should be approximately one page, identify a recommended conference track, and include the title of the paper, a description of the paper and the underlying research, and the names, institutional affiliations, and contact information of the authors.

Panel proposals should be no more than three pages in length, identify a recommended conference track, and include the titles of the papers, a description of the papers and their underlying research, and names, institutional affiliations, and contact information of the authors.

Preference will be given to proposals that:

  1. relate to one of the five conference tracks/sub-themes
  2. relate to one or more Middle Eastern countries
  3. relate to contemporary debates within the public policy and administration spheres
  4. are theoretically and empirically grounded

Graduate Students and Junior Scholars 

The conference committee would like to invite graduate students and junior scholars interested in public policy and public administration in the Middle East to submit paper and panel proposals.

Publication opportunities

Selected submitted research papers, whether in English or Arabic, will be subjected to double-blind reviewing process to be considered for publication in Hikameh (Governance) Journal and Arab Policies Journal issued by the Arab Center for Research and Policy Studies and the Doha Institute for Graduate Studies, Qatar.
