AutoCAD was the first CAD software to offer full 3D capability as well as 2D drafting. How to implement complex filtering in a Web UI

I’m working on a fairly complex search application that is being built in with C#.
What I need to do is break a very large dataset (1000’s of records) into lots of small sets (50 records or so). Then I need to break each small set into lots more smaller sets. So say for example that I have 1000 records where 3 of them are in the small set and the other 997 are not. Then I need to break each one of those 3 into lots more sets.
The end result should be that I have a large dataset broken down into small datasets and inside each of those small datasets I have smaller datasets. The issue I’m having is to get my dataset to form up into the structure that I need.
When I have the final result I want to be able to filter down from the list of all results. So in this example I might start with say 50 records and then be able to choose any/all of those records that are in the set. Another example would be say I have 100 records in each of the small sets and I want to be able to filter down to say 10 records from each of those sets. And then lastly say I have 50 records in each of the small sets and I want to be able to filter down to say 10 of those records.
Now that I’ve given all the background information, here’s what I’ve tried and how I’ve got stuck:

Create a list (of lists) to hold the data I want to use.
While the list is not empty, create a new list and move the next record into it.
Delete the old list.

The problem with this approach is that I keep having to delete the old list before creating a new one. I think I’ve created a recursive approach to this problem but I’m not sure that this is the right thing to do.
