The vote came after five Republican senators, including Rand Paul of Kentucky and Ted Cruz of Texas, warned that a similar bill in the Senate might not have such an effect.
“There’s no question we’re going to have ‘Bar’ on Assassinations in the Armed Services Committee,” Cruz said on the Senate floor before the vote.
“But I have serious concerns that that bill will have an unintended consequence by weakening the prohibitions against assassinations beyond what’s already in our laws,” Cruz added.
