The principal question for ethics is how the health services respond to such issues. Ethics is rarely explicitly addressed in the literature on the Caribbean HIV epidemic, but the present paper aims to examine the ways in which issues concerning HIV can be addressed ethically. Using the views of policy makers, researchers, and professional organizations in the Caribbean, we argue that three broad questions can be identified as central to the ethical issues raised by HIV in the Caribbean: how to define the nature of the disease; how to manage risk; and how to protect the rights of the affected population.
